Default Will not boot!

I'm trying to re-setup my old MSI 865G neo2 Pentium 4 board, and it's booting successfully for about 5 seconds on average, occasionally getting as far as the windows 98 log in screen, then automatically shutting down. I've replaced everything I can think of; Ram, Videocard (and even tried the onboard video), power supply, nothing works. The one weird thing that IS happening is that my board is making some very high pitched gurgles and sqwelches that aren't very loud, but noticable. Flushed my CMOS as well. Any suggestions/diagnosis would be appreciated!
